You should try on cartula.ro, in "Blindate romanesti" (or something similar) topic. If I remember right, there were sevaral pictures with that particular parade (at Alba-Iulia) and the AA system you're searching for.

As far as I know, the OSA-AKM (SA-8) was never paraded in Bucharest.
I do have a bunch of shots from the parade in 2003 from Alba Iulia from various sources. Give me an e-mail adress on PM and I'll send them.
