Nice find. He was actually part of the 2nd Tank Regiment.

Can this photograph be dated to a precise period?

The eppulattes look to be Communist period style,

however the medal ribbons are clearly WW2 era and he sports his tank badge.

The foto in question is dated on the back September 1940.

I have seen this type of epaulettes in wear only by armored troops officers.

He wears an M1934 tunic with M1930 epaulettes, from 4 April 1941 (Ordin General, nr.7) the epaulettes were sewn into the shoulder and were of khaki colour like the uniform.
