I've been wondering what do these initial mean?

SMR = Serviciul Maritim Roman
SRD = Societatea Romana Dunareana (Societatea Anonima Romana de Navigatiune pe Dunare?)
NMS = ?
SH = Serviciul Hidrotehnic

Are there any other initials like this for Romania?

Hi, friends!
I am diver from Ukraine. Two days before we dived in Odessa (Black Sea) to Sulina. This is Romanian transport which sunk in 1942 after Soviet submarine atack.
I found on bollards marks SMR. And people from Odessa dive center told me, that before they found parts of caps and plates with the same mark.

Can you explain me something about this point?
I only know that this is Serviciul Maritim Roman.

It was on all ships and on all staff of Romanian Royal Navy?

Let's separate the things : Romanian Royal Navy had not transport ships. These ships were mobilized or requisitioned civilian ships.
If some SMR ships had stuff marked with SMR, I think this could mean a ship built for SMR, a romanian built ship, some romanian repaired parts or...
