Comandant secund pentru ECP

Does anyone know what rank in aviation was equivalent with " Comandant secund pentru ECP in cadrul Comandamentului Depozite Aeronautice ". , and what are the main tasks of this function?

ECP stands for "Educatie, cultura si propaganda" = Education, culture and propaganda. In short this was a political officer ("politruc") function and was in place in the early years after the Communist take over.

Thank you for reply , but I think it's not so simple.
It's very true your definition for this function begining 1948 , but until then ? These functions are ocupied by some ARR officers until 1948 . My grandfather gain an exam for this function in 1946 ( he was lt. comander at that time ) and he retired from ARR in 1947 ,official , for medical reasons . He wasn 't communist . He was political prisoner between 1950-1954 at Poarta Alba .
I want to know more about this subject related to ECP .

The Communist takeover did not just spark out of the outknown in January 1948. It was a steady build up starting with the Government of Petru Groza in 1945.

You are of course free to believe what you want, but this is what it meant: political officers. Most of the initial ones were former members of the Horia, Closca si Crisan Soviet Division (for those who do not know, this was the second Soviet sponsored division of Romanian POWs).

" Mircea Bădulescu a primit concediu de odihnă şi s-a căsătorit, în ziua de 2 martie 1945, cu Polixenia (Paula) Dumitrescu. Revenit pe front, în aprilie 1945, a îndeplinit 15 misiuni de război, fiind decorat cu ordinul „Virtutea Aeronautică” cu spade, a doua baretă la clasa cavaler şi clasa ofi er. La 4 mai 1945 ofi erul a fost decorat cu ordinul „Mihai Viteazul “ cu spade, clasa a III-a, pentru eroismul dovedit pe câmpul de luptă în executarea celor 230 de misiuni de bombardament în picaj, toate încheiate cu rezultate excep ionale. Mircea Bădulescu s-a înapoiat pe aerodromul Turda şi Escadrila 74 Bombardament Picaj a fost subordonată Flotilei 4 Bombardament Picaj, la data de 15 iulie 1945. În perioada 1949-1951 a fost membru de partid, fiind apoi exclus din cauza originii sociale a so iei şi a pozi iei antisovietice exprimate înainte şi după 23 august 1944. În 1951 func iona la Şcoala de Ofi eri Navigan i de la Focşani. Îndepărtat din armată pe nedrept, la data de 2 ianuarie 1952, Mircea Bădulescu s-a angajat la Gospodăria Agricolă de Stat Răduceşti (Râmnicu Sărat), în specialitatea contabil, func ia de referent tehnic.

La 20 septembrie 1955 a reuşit să se mute la Trustul Regional Gostat Ploieşti, în func ia de şef Birou Aprovizionare-Livrări-Transport (A.L.T.), unde a activat 12 ani. Mircea Bădulescu a decedat, în urma unui tragic accident pe calea ferată, la data de 19 iunie 1967. La trecerea barierei Nucet, personalul TituTârgovişte a lovit maşina I.M.S. în care se mai aflau Paula Smeianu şi Ovidiu Ilie.

Mircea Bădulescu a fost înmormântat în Cimitirul Bolovani din Ploieşti. Osemintele sale au fost transferate, de către fiul său, în Cimitirul Civil Ghencea din Bucureşti, la aleea principală, în stânga capelei.

Yes, it is a relatively well known fact. As a side note, the son of Mircea Badulescu was (he may still be) a proeminent figure in the FSN/PDSR/PSD. No further comment. He sponsored the publishing of a book about his father (written by Aurel Pentelescu), which was published in 2002: Destinul unui zburător. Căpitanul aviator Mircea T. Bădulescu (1917-1967). It is an interesting read.

However, I do not understand what this has to do with subject. Badulescu did collaborate with the Communists in the early years and then he was purged. This does not erase his collaboration, just like it does not erase his actions on the front.

I want to say that not all those who occupied positions in the 1946 in ECP were communists. ECP at that time was a structure of the Romanian Royal Army, official with military official functions in the field of propaganda, training and education like in the other armies and it was the continuer of the formerly Propaganda Section of General Headquarter . Structures with such missions in mass media, propaganda, culture exist in the modern armies. As the communist regime searched in fact through this structure to hold an informal control of the army I`m not deny. This does not mean that all those who operating in ECP functions have served this purpose. There were soldiers in good faith like my grandfather who understood this structure as a part of Royal Army. Perhaps they were naive but in no case collaborators with the communists.
My grandfather did not politics. However it was closed 4 years, probably because the communists wanted to erase any trace of formerly Royal Army .

The ECP was as alien to the Royal Army as was Communism to the country back then. The Royal Army did not do politics and officers were forbidden even to vote during their time in the army. The ECP was created with the official intention to "democratize" the Royal Army, which alone is a concept totally against what the Royal Army stood for.

Prior to the creation of ECP, the Propaganda service was a small department within the General Staff. The ECP was spread to the entire organization, with ECP officers being inserted down to battalion and squadron level, as deputy commanders. This mirrored the Soviet organization with political officers, which was well known even to the lower ranks. Claiming that it was the "continuer of the Propaganda Section of General Headquarter" is, with all do respect, a sophism.

Like I already said, I find it extremely hard to believe that an experienced officer who would voluntarily join this service would not know what it was or at least suspect it. Don't get me wrong, I am not sying that this would automatically qualify the officer as Communist, but it raises some questions regarding the motives.
