Seems to me an Artillery Regiment. If you take a look at the topic : "Regimental badges of the Romanian army", page 5, there is a badge which resembles on this one. Unfortunatly the owner of the badge, at the time, forgot his 15 Mp digital camera at home, and the quality of the image in the early '30s was awful. So we can not figure it out that easy. Alexei, no need to post extra to get a reply, sorry is annoying.
