Hallo remusmardare,
If you write the numbers correctly then I can say with certainty that UM 01380 is the UM Cetate, a former Mechanised Regiment based in Arad. UM Cetate is a well known military unit located in the Arad Fortress, where even today still exist a military unit, the romanian-hungarian battalion. The Cetate Unit is close to the town center, in a "Mures river peninsula" as we like to say. I am from Arad so I know. If I can help please write your questions.
