I quickly checked the mentioned site.

I have a question: why is the writing on the 1848-era flag written partly with Latin, partly with Cyrillic letters?

In that period Romanians use both of characters: latin and chirilic.
One can find certain words written with both characters.
It is very odd nowadays to see a word (let's say made from 8 letters) which have 5 letters latin and 3 letters chirilic.
