It probably dates from early WWII. Could it be just a modified Carol II badge?

It is from WWI. This is called "Insemnul Vulturul Romaniei" (Romanian Eagle sign) and it was awarded to ground recon officers during WWI.
This is a very rare piece. |

The badge is for boy scouts but worn by military officers who were and participated as boy scout leaders and instructors. During the late 1930's (1938 I beleive), King Carol made the Scouts a Para-Military youth organization under leadership of military instruction. These military leaders and instructors wore this badge. The are 2 versions of this badge that exist. First with the center cypher of King Carol 2 (1938-1940), and second version is King Michael (1941-1945). Note that the center cypher is the King Michael Cypher of WW2. This badge was not in existence in WW1. It is not a WW1 badge. King Michael was not even born yet. Most collectors identify this badge as strictly a Boy Scout insignia. They are wrong. This is an official military regimental type badge and was worn by the Royal military on their uniforms. The boys in the boy scouts did not wear this badge. And yes, many of these badges were modified after the fall of Carol 2. The center C2 cypher was removed and the M1 cypher added. I have a few badges that have been modified this way. Kind of a transitional period badge. This badge does not look to have been modified. The gilting is in poor quality which tells me that the badge was more than likely made around 1942-1944.

What is then the explanation of the "CERCETASII DIN RASBOIUL 1916-1919" (THE SCOUTS OF THE 1916-1919 WAR) inscription on the badge? It makes a very clear reference to WWI activities and this seems to be in contrast to your 1930s paramilitary explanation. |

THE SLOAGAN "CERCETASII DIN RASBOIUL 1916-1919" IS TO COMMEMERATE THE MANY BOY SCOUTS WHO DIED AT THE FRONT LINES DURING WW1. THE BOY SCOUTS DURING WW1 WAS VERY ACTIVE WITH DUTIES OF TRANSPORTING THE WOUNDED AND FELL VICTIM TO MANY AERIAL BOMBARDMENTS AMOUNG OTHER THINGS. THIS SLOAGAN IS TO COMMEMERATE THE SCOUTS HEROISM DURING THE GREAT WAR.

YOU WILL FIND IN MANY ROYAL REGIMENTAL BADGES THAT WERE MADE UNDER KING CAROL 2 DURING THE 1930'S PERIOD MAKING A REFERENCE ON THE BADGE ITSELF OF THE REGIMENT OR UNITS HEROISM IN BATTLES AND EXPLOITS DURING WW1. JUST LIKE BATTLE STREEMERS ON FLAGS THEY ARE USED TO COMMEMORATE BATTLES AND EVENTS.
