I would say the medals in Photo 1 are for service in WW1.
Crown of Romania on military Virtue ribbon, Romanian Cross of War with 2 battle-bars and the Romanian Inter-Allied Victory Medal.

He was the commander of the 85th Infantry Regiment (1st Infantry Division) until March 1942. After the defeat suffered by the 1st Division near Lozovaya on 20 February 1942, marshal Antonescu sacked both the division's commander (gen. Barzotescu) and col. Paraschivescu and retired fthem from active duty. The battle flags of the 85th and 93rd Regiments were taken away only to be restituted if the units would be cited twice in official communiqués (see the newly pulished article for more details: http://www.worldwar2.ro/operatii/?language=en&article=9).

In 1945 he returned to active duty and was promoted to the rank of brig. general. From 20 March 1945 to the end of the war, he commanded the 18th Infantry Brigade (deputy commander of the 18th Infantry Division). For a week in April 1945 he was actual commander of the 18th Division.

Like I said (or not) G-ral Paraschivescu was the second husband of my aunt's mother.
10 years after capt Striska died ,his wife got merried again.
The photo is from "the family album".

The officer wears the M.1919 Artillery (?) full dress uniform, made in horizon-blue cloth with black collar, shoulder straps and piping, diagonal catridge pouch belt and medals.
In 1924 the colour of the uniform was changed kaki (which appeared of a darker shade of grey on the b/w photos), but old horizon-blue uniforms were tolerated until 1927. So the photo was taken between 1919 and 1927.
