Interesting but what was it for ? An award placque for french or Romanian ? Or perhaps just a veterins commemeration piece for the war ?

Notice the discoloured bottom half of the ribbon, which suggests that it was folded for a long time, and only recently unfolded to its full length.

I suspect the pieces have nothing in common other than WW1 and have just been put together either for sale or display purposes, this as Denes, rightfuly observed can be judged by the ribbon of the cross.
