The white collar would be sown into his tunic which he should be wearing under the coat.

If the first button is open the collar would show like that.

Again - I could be wrong. I just think let's not make assumptions...

I am more inclined to believe this is from some sort of re-enactment for some movie or TV program. The uniform is wrong in many respects.
