On Gen. Sumilor, is that the 2nd class with swords? Wow, I've never seen that before.
Also, what's the other cross-shaped order to the left? Is that also a "Mihai"?

No, that is the Order of the British Empire. Take a look on the British Monarchy web site where you can see a better image of the badge of this order.

I wonder if the Soviets had any real appreciation for this order or it was all show ? Seems like a waste of a good order to me.

His name also appears as: Sergey Kondratevich Gorjunov (Сергей Кондратьевич Горюнов). He was the commander of the Soviet 5th Air Army.
