Equivalent ranks within generals of the army/ AF| cipiao |

The army had 5 ranks of general, but the airforce had only 3. Why is this? And what about the payment; a colonel of the army went to the general ranks has a brigadier-general; and a coronel of the air force went as (the equivalent) to major-general. How was this?
