You are making a confusion . The " Romanian Eagle " was given to the senators and members of the Parliament. This is the "Insemnul cercetasilor din razboiul 1916-1919".

I discovered why did you made the confusion , because in the book of Mr. Bedivan is messed up. If you will have a look at the back of the book , you'll see he gave the same name for the right VR.

Hi ,
in fact this badge is called " insigna comandantilor cercetasi " and they are 3 types of it!!!!(not 2!!!)
1- The type with King Carol 2 cypher (chanell cypher! biggrin.gif )
2- The type with King Michael's cypher ( the cross with m's )
and the unknown last type is.......
3- The type from the early RPR period without King's cypher, the eagle doesen't wear the crown and keeps no cross in the beak! You will find also the initials RPR(republica populara romana) on the badge.
This last badge is the rarest of all 3 types!!! Personal , I saw only the miniature of this badge.

[B]Do you think so ?? I doubt that. I think the pictures are shity , not because the authors didn't want to do better pictures , just because the book was published in 1992 , and at the time the publishing in Romania was rudimentary.

That badge is definetly french....at the bottom of it you can see SUF that's "Scouts Unitaire de France"
