A friend has one of these, any ideas as to whom and for what,

appears to have a "II" indicating second class award?

Background is blue.

The diamond shape and colors blue and white suggest a school badge, upper level, poly-technical, etc. Pattern is common in most Balkan countries including Russia.It is found in most. The pin on the reverse does not look to be Romanian. Perhaps Bulgarian, Latvian, Estonian, Lithuanian ? The key to identifying this badge is identifying the pin origin and identifying the cipher script.

I have not my reference book at hand-reach at present time, but it is from Mongolia: a second class badge for excellent student in high school.
Dates back from the time Mongolia was a soviet puppet state. Nothing to do with Rumania!
