It reads: "Ministerul Instructiunii, Premiul I"

Probably a school/college award.

Yes, it is a school award, Mihai issue (there is also a Carol II issue and a very different Carol I issue). This school award had no ribbon.

I suppose this medal precede Carol II's reign (between the Regency : 1927-1930).

Here is a commemorative medal of the visit of King Ferdinand and Queen Mary to the city of Alba-Julia in 1922 [note the period spelling of the city's name, see my comment on the name of the ship Alba-Julia, not Alba Iulia!]. Any further details? [currently on eBay]:

It is a version for wear of the medal issued with the occasion of the coronation of King Ferdinand and Queen Maria on 15 October 1922. Below is the table version of the medal.

F.Y.I.
Early fakes made in Bucharest. Very crude. Later made pieces are of better quality with hallmarks. Last month this fake artist has aquired a gold metal gilting equipment and his fake pieces are probably going to be very difficult to detect unless you compare them with the originals. He only makes between 1 to 5 pieces then moves on.

This medal is called "Rasplata muncii pentru 25 ani in serviciul Statului" or in english " Medal for 25 years in public service"....or something like that!
It was awarded between july 1931 and october 1941 to oficials and employees of the state.
I don't remember that I have ever saw or heard from the existence of a second model from this medal!!!!
If you are meaning the medal for 30 years in public service...Im very curious to see it.

All of them are unofficial medals: a regimental medal (4th Rosiori Regiment), a baptism testimony (for prince Mircea), a school prize and a medal commemorating the construction of a church.
