Does anyone know when and who composed "Mars de intampinare" (Reception march)? What was its protocol/etiquette?

The band leader says: "Pentru onor [drepti?], capul la dreapta" (For [giving the] honor, heads to the right!), and at the end "Bine, baieti, bine!" (Very well boys, very well!).
