Around 1904, there were a few changes of foreign affairs ministers http://ro.wikipedia.org/wiki/Mini%C5%9Ftri_rom%C3%A2ni_ai_Afacerilor_Externe It is possible that someone else signed on behalf of the minister while they changed... Radu |
