Hi

From my limited knowledge, and after consulting Klietmann's "Phaleristik Rumanien", it should be an example of the Bene Merenti Order of the Royal House (Ordin Bene Merenti al Casei Domnitoare), 3rd class (the only grade without a ribbon, just a pin-back cross worn on the left breast), military issue.

The Order was instituted in 1935 and from November 1937 swords could be added. It was only awarded "proprio motu" (directly by the king). The Order was replaced by the Order of St. George in March 1940. So only a short period of issue.

What does seem odd is that Klietmann states that the reverse centre should be white enamel with the crowned cipher of King Carol II.
