Maybe someone of you can identify this order. The bizare thing is that the WW2 broke out in 1939, and the year written on it is 1934. There is some resemblence with the Serbian Eagle, but there is only one head...

IMO, boonicotza is right on the spot, with a small addendum from my side - I reckon it has something to do with a stormtrooper unit.

I might be wrong, but is definitely German WW1 related.

There is one small thing which is puzzling me. The manufacturer's name is written in cyrillic alphabet... I doubt that some German organization made some of these in Belgrade for example, or Moscow ...
