It seems his name is Aurel. It could bee general Aurel Aldea.

I just know, that as a colonel he was the first manager of the National Military Museum (15.10.1919 - ?). From 19.04.1931 to 11.08.1932 he was minister of war, and he played a role in the exposure of the “Skoda affaire”. He was also near to the liberals and to Carol II.
