After the Romanian anti-communist revolution of December 1989, the government decided to institute several awards for the participants. The Law no. 42/1990, published one year after the events, created several titles and distinctions: the post-mortem title of “Hero of the Romanian Revolution of December 1989”, the title of “Fighter for the Victory of the Romanian Revolution of December 1989”, the honorary certificate of “Participant at the Victory of the Romanian Revolution of December 1989”, as well as a commemorative medal. Several other unofficial awards were established later, such as the medal for the 5th anniversary of the revolution.

However, these distinctions were not included eventually in the national system of awards. All of them were replaced by the Order of Victory of the Romanian Revolution of December 1989, established by Law no. 1/1996.

This honorific order was awarded “to the heroes-martyrs and to all those that distinguished themselves in the struggle for the victory of the revolution.”

The order is an 8-pointed star made of tombak, with an overall diameter of 40 mm. The central medallion of 15 mm contains the letter V. The order was awarded in a plastic box.

A total of 1266 orders were awarded to Romanian citizens, through Decree no. 1169/2004.
